I always presumed collection of capitation fee by engineering colleges to be illegal and punishable by the Government/University.

my attention has been drawn to a supreme court judgment on 31-10-2002 which says
“………. Fees to be charged by unaided institutions can not be regulated but no institution should charge capitation fee.”
So capitation fee is illegal only
